Few weeks ago when we had Clock Tower spawn event, and I was hunting Bathories for WSS like mad; the Jokers down there were incredibly annoying. They'd go passive or aggro suddenly without warning. Or maybe you kill a mob and Joker just zooms in and loots, which becomes even more annoying because of their high flee. And they also got a fair range of spells to annoy you (read: quag).

So when I checked out iROWiki database entry on them and noticed that every skill/action they have are at percentage chance, I began to wonder: how often do those "rolls" for chance proc? I.e., when in passive mode, does it roll for aggro mode once every second, minute, or what? Same goes for its spells, how are they rolled to determined which skill will it use when attacking (i.e. out of 100 range, 1-20 = JT, 21-30 = quag, and so on or something different)?

I'm curious to know how the procs are handled for monsters in general as well as MVPs.
